The fourth and last workshop of CH4LLENGE’s workshop series will look at monitoring and evaluation in mobility and transport planning. The host for this workshop is the City of Dresden, Germany.  Monitoring and evaluation activities are a key part of the SUMP cycle. They are important tools in the development and implementation of Sustainable Urban Mobility Plans that serve the purpose of timely identification of problems, potential successes and the need for readjustment of a SUMP and its measures packages. Further, monitoring and evaluation is understood as dialogue on development and its progress between all stakeholders.

Cities often face various barriers to the effective adoption of monitoring and evaluation strategies, for example:

  • Many cities have experiences in monitoring of measures. But the level of experience with monitoring and evaluation activities is very different in European cities
  • In several cities there are data available, but a clear structure and the connection to the SUMP and its objectives is missing. The data are used for the whole development, not for certain measures. The cities do not really have a monitoring and evaluation strategy.
  • Involving stakeholder groups in the evaluation process and using monitoring data to inform the public are of growing importance but seen as difficult and potentially prone to pressure from interest groups.
  • There is only limited experience on how monitoring and evaluation should be managed and by whom. Cities need methodological know-how for it.
  • Evaluation tools such as cost-benefit analysis and multi-criteria analysis are well developed, however, there is often disagreement about their applicability and usefulness between different actors in the planning process.

The workshop will address these and other barriers, introduce you to the principles of monitoring and evaluation, discuss strategies how to be more strategic and efficient in data collection, monitoring and evaluation, and provide you with concrete city examples.
