Testing innovative SUMP process solutions at local level
CH4LLENGE partner cities carried out twelve pilot projects in order to test promising SUMP process innovations in their environment. Activities ranged from implementing participation strategies to establishing institutional partnerships and setting up monitoring and evaluation schemes. Pilots consisted of 51 local SUMP activities, involved more than 175 institutional actors and established active dialogues with more than 15.400 citizens and 290 local and regional stakeholders. Generating, consolidating and capturing knowledge on the four challenges
CH4LLENGE carried out substantial groundwork in examining the state-of-the-art of sustainable urban mobility planning, i.e. the four challenges and local planning practices. The project captured its findings in various new SUMP resources. This includes, for example: four SUMP Kits, each consisting of a comprehensive manual, a quick-facts brochure and an e-learning course; a SUMP Glossary providing explanation of more than 120 SUMP specialist terms; or CH4LLENGE’S final report presenting the project’s results and lessons learned. Creating new SUMP tools for planning authorities
A range of tools were developed in CH4LLENGE assisting planning authorities in SUMP development. This includes:
- a SUMP Self-Assessment Tool to check compliance with European SUMP requirements (see below),
- the enhanced KonSULT Policy Guidebook and Measure Option Generator that helps cities to identify policy measures and packages which may be of assistance in meeting their objectives,
- an integrated learning environment with five SUMP online courses, the online version of the SUMP Guidelines, the SUMP Self-Assessment and SUMP Glossary, and
- and a template for designing Monitoring and Evaluation Plans, which is available for download in the Outputs section.
Ensuring compliance with the European Commission’s SUMP concept
Is your mobility plan a genuine Sustainable Urban Mobility Plan? Within CH4LLENGE, a SUMP Self-Assessment Tool has been designed to enable ambitious and forward-thinking planning authorities to quickly assess the compliance of their plan with the European Commission’s SUMP Guidelines.
The SUMP Self-Assessment is based on a set of 100 clear and transparent yes-no questions that follow the steps in the well-known SUMP preparation cycle. By working through the questionnaire during plan preparation, or once a plan has been finalised, planning authorities can gain feedback on the strengths and weaknesses of their approach.
