Inspiring workshop on monitoring and evaluation in SUMP development

The project CH4LLENGE organised its fourth and last workshop for more than 50 participants from the nine project cities and 26 follower cities that receive tailor-made support in SUMP development from the CH4LLENGE experts. While the first three workshops looked at participation & engagement, institutional cooperation and measure selection, the workshop in Dresden dealt with monitoring and evaluation in mobility and transport planning.

Monitoring and evaluation activities are a key part of the SUMP cycle. They are important tools in the development and implementation of Sustainable Urban Mobility Plans that serve the purpose of timely identification of problems, potential successes and the need for readjustment of a SUMP and its measures packages. Further, monitoring and evaluation is understood as dialogue on development and its progress between all stakeholders.

The workshop addressed common barriers to the effective adoption of monitoring and evaluation strategies, introduced participants to the principles of monitoring and evaluation, discussed strategies how to be more strategic and efficient in data collection, monitoring and evaluation, and provided the participants with concrete city examples.

The CH4LLENGE monitoring and evaluation experts Dr Astrid Gühnemann from the Institute for Transport Studies Leeds and Dr Kerstin Burggraf from the City of Dresden gave inspiring insights into academic research, local monitoring and evaluation practices and presented CH4LLENGE’s monitoring and evaluation approach that the project team developed.

Nicolas Merle from the Centre d’études et d’expertise sur les risques, l’environnement, la mobilité et l’aménagement (CEREMA) and Giulia Melica from the Joint Research Centre (JRC) were invited as external speakers and presented on national SUMP monitoring and evaluation frameworks in France and on monitoring and evaluation in sustainable energy action planning.
